Since the promulgation of Law No. 18-07 of 10 June 2018 (Official Gazette No. 34), on the protection of individuals in the processing of personal data, Algeria has had its own legal framework for data protection, often compared to the European GDPR. The law came into force in August 2023, and the National Authority for the Protection of Personal Data (ANPDP) now oversees its application through its official website anpdp.dz.
Law 18-07 applies to any organization, public or private, that processes personal data, whether established in Algeria or targeting Algerian residents, whether the processing is automated or not (Article 4). It introduces new principles, new rights for data subjects, and new obligations for data controllers, including the declaration of processing activities to the ANPDP.
For any organization engaged in digital transformation, whether through a cloud migration, the deployment of data platforms, or AI projects, the question is no longer just which technology to choose, but also where data can be stored and processed, and under what conditions.

Algeria is building a national digital infrastructure aimed at hosting and centralizing public data within the country. In 2024, the Haut Commissariat à la Numérisation signed an agreement with Huawei Consortium for the construction of the Centre National Algérien des Prestations Numériques, the national center for digital services, described as a key step toward digital sovereignty and technological independence. Since then, the surrounding ecosystem has continued to develop, with new partnerships announced as recently as January 2026.
The national data center project is designed to host and centralize public data on Algerian territory, support interoperability between sectoral information systems, and include a sovereign cloud component. In December 2025, at the Cloud and Digital Transformation Summit Algeria, Huawei Cloud Algeria signed memorandums of understanding with three Algerian cloud providers, Icosnet, Ayrade, and Issal, enabling them to become Huawei Cloud providers in Algeria. In January 2026, Huawei and the Algerian AI company AIUNIVERS signed a further memorandum of understanding to develop cloud and AI projects, with pilot initiatives planned across sectors including telecom operators, banks, and educational institutions starting in the first half of 2026.
For organizations evaluating where to host their data and applications, this growing local ecosystem changes the conversation. Until recently, sovereign hosting in Algeria often meant on premise infrastructure managed in house. With local providers becoming Huawei Cloud partners, organizations may soon have access to cloud services delivered from within the country, combining the benefits of cloud such as scalability and managed services with data residency requirements.
This does not mean every organization should wait for these options to mature before moving forward. It does mean that hosting strategy decisions made today should account for an evolving landscape, rather than assuming the only choices are international cloud or fully on premise infrastructure.
